No, a Budget Preparer is not the same as a Budget Manager.

• A Budget Manager is a specific user role in the Planful system who has access to the Budget Manager Experience (BME). Budget Managers can receive shared templates from finance, update data, collaborate using comments, and complete action items using the "I'm Done" feature.

• A Budget Preparer, refers to someone responsible for entering or preparing budget data. If this person is using the Budget Manager Experience to perform their tasks, they would also need to be assigned the Budget Manager support role and be granted the necessary permissions by the finance team.

So while a Budget Preparer may functionally act like a Budget Manager, they are not the same unless the appropriate role and permissions are assigned.
